USIS:USIS to provide staffing for operation centers
Boeing team awarded SBInet Contract by Department of Homeland Security

FALLS CHURCH, Va., Sept. 21, 2006 - USIS, a global provider of intelligence professionals to federal law enforcement and national security agencies and a leading provider of screening services to the government and commercial businesses, is part of an industry team led by The Boeing Company [NYSE: BA] that was awarded a contract today by the Department of Homeland Security (DHS) to implement SBInet, a critical component of the Strategic Border Initiative strategy announced last year by DHS, along the northern and southern borders of the U.S.

SBInet is focused on transforming border control through technology and infrastructure, providing frontline personnel advantages in securing the nation's land borders by fielding the most effective mix of current and next generation technology, infrastructure, staffing, and response platforms.

According to DHS, the "landmark SBInet program will provide DHS, and its agents and officers, with the best possible solution to detect, identify, classify, and respond to and resolve illegal entry attempts at our land borders with Mexico and Canada." As part of the initiative, USIS will provide trained staffing for operation centers that will be responsible for around-the-clock watch operations, dispatch duties, and intelligence analysis.

The award of the SBInet contract to the Boeing team was made through a full and open best value competition. The SBInet contract is an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a performance period of three years, with a potential for three one-year long contract extensions. Terms of the contract were not released.

The U.S. Customs and Border Protection's SBI Program Management Office will serve as executive agent for DHS's SBInet program, leading, managing and working with the Boeing team to implement the comprehensive multi-year plan.

"SBInet will integrate the latest technology and infrastructure to interdict illegal immigration and stop threats attempting to cross borders," said DHS Secretary Michael Chertoff. "This strategic partnership allows the department to exploit private sector ingenuity and expertise to quickly secure our nation's borders."

The Boeing SBInet team was selected over a field of major domestic and international teams in a competition that began earlier this year. The Boeing SBInet team solution concentrated on using proven, low risk, off-the-shelf technology.
