In the last 15 years, one in three Detroit properties have been foreclosed on. When most people think of foreclosure, they think of people who can’t afford to pay off their mortgages.
But in Detroit, it’s often the result of people struggling to pay their property taxes. One big reason is that, in the years after the Great Recession, the city went bankrupt and failed to lower property assessments far enough to account for the impact of the housing crisis. While the value of residents’ homes fell, their taxes remained inordinately high, and tens of thousands of people fell so far behind on their inflated tax bills that the county seized their homes and sold them off at annual auctions.
In recent years, the city and county have lowered assessments and offered reduced interest rates to some homeowners. But they have no plans to stop punishing those who were overcharged in the past.
VICE News followed this year’s tax foreclosure auction and investigated how the county financially benefits from the process. As Detroit touts its comeback and celebrates its success in climbing out of the largest municipal bankruptcy in American history, many of the city’s residents remain on the brink of displacement.

Republicans in Congress are on the verge of fulfilling their long-time dream of eliminating the federal estate tax, and they could do it in a way that is even more generous to heirs than previous repeal efforts.
Bills passed by the Senate and the House recently would reduce or scrap the taxes heirs now pay on estates larger than $5.5 million. And the bills would do so without repealing the so-called "stepped-up basis" provision.
Ordinarily, people have to pay taxes when they sell off assets that have appreciated in value, like shares of stock or real estate. But heirs are exempted from that tax. That's because they already pay the estate tax.
The bills approved by Congress recently would eliminate or reduce the estate tax, while leaving the exemption in place.
To put it another way: Someone could inherit her grandfather's large beachfront mansion without paying estate tax, and sell it off right away without paying any capital gains tax.
It's a much more generous policy than previous tax overhauls, says Lily Batchelder, a professor of law and public policy at New York University Law School.
"We've never seen a proposal like this," she says. "I don't recall ever seeing a proposal that would both fully repeal the estate tax and fully exempt from tax all the accrued gains on these giant estates."
The bill passed by the Senate early Saturday would double the exemption on large estates, allowing people to pass on estates worth $11 million to their heirs tax-free.
The exemption for married couples would be $22 million. The House bill would gradually reduce the estate tax and then scrap it altogether in 2023.

PORTLAND, Ore. ? It was late morning in an artsy cafe, the smell of coffee and baked goods sweetening the air, and Ashley Bishop sat at a table, recalling a time when she was taught that most of secular American society was worthy of contempt.
Growing up in private evangelical Christian schools, Bishop saw the world in extremes, good and evil, heaven and hell. She was taught that to dance was to sin, that gay people were child molesters and that mental illness was a function of satanic influence. Teachers at her schools talked about slavery as black immigration, and instructors called environmentalists “hippie witches.”
Bishop’s family moved around a lot when she was a child, but her family always enrolled her in evangelical schools.
So when Bishop left school in 2003 and entered the real world at 17, she felt like she was an alien landing on Planet Earth for the first time. Having been cut off from mainstream society, she felt unequipped to handle the job market and develop secular friendships. Lacking shared cultural and historical references, she spent most of her 20s holed up in her bedroom, suffering from crippling social anxiety.
Now, at 31, she has become everything that she was once taught to hate. She shares an apartment with her girlfriend of two years. She sees a therapist and takes medication for depression, a condition born, in part, of her stifling education.
Years later, some of the schools Bishop attended are largely the same, but some have changed in a significant way: Unlike when Bishop was a student, parents are not the only ones paying tuition for these fundamentalist religious schools – so are taxpayers.

One little-known fact about mass shootings is that they have been very good for the gun business. Americans’ anxieties are stoked both by the random violence itself and the ensuing debates over gun control. Customers, including some who’ve never owned a gun, race to buy weapons they fear may be denied them down the road. And gun sales soar.
But the aftermath of a mass shooting does not appear to be very good for Americans’ safety. New research suggests that the increased availability of firearms after a mass shooting exacts a deadly toll of its own.
That toll falls heavily on children, according to the study, which links the spike in gun sales following a mass shooting with an increase in fatal accidents involving firearms.
To reach that conclusion, researchers zeroed in on the five-month period following the Dec. 14, 2012, shootings in Newtown, Conn., that claimed the lives of 20 schoolchildren and six adult staff members at Sandy Hook Elementary School.
In addition to the expected number of guns sold in a typical five-month period, the study’s authors found that about 3 million additional guns were sold following the Sandy Hook shootings. And beyond the expected number of accidental gun deaths in the United States, they estimated that at least an additional 57 fatal gun accidents — and as many as 66 — occurred. Somewhere between 17 and 22 of those accidental deaths took the life of a child.
The analysis, published Thursday in the journal Science, is the latest in a crop of studies that look at the public health impact of firearms.
“This is part of this blossoming in gun research,” said Duke University emeritus professor Philip J. Cook, a pioneer in the field of firearms injury research who wasn’t involved in the new study.

Sessions derides intern in newly released DOJ video
Attorney General Jeff Sessions dismissed a claim that there’s widespread fear of police among poor minority communities and taunted a woman who said guns were more fatal than marijuana, calling her “Dr. Whatever Your Name Is.”
The attorney general’s comments came in a 25-minute session with Justice Department interns on June 22, according to ABC News, which first reported Sessions’ remarks and obtained internal DOJ video of the event through a Freedom of Information Act request.
In the video, a student from the University of California, Berkeley, School of Law began his question by invoking Philando Castile and Michael Brown, two African-Americans who were killed by police officers in separate incidents that drew national attention, and others who have “fallen victim to excessive force.”
Sessions said DOJ cares about “all communities” and “public safety.” “We care about having neighborhoods — every neighborhood — where children can walk safely in their communities and feel that they can play outside, that their mothers and fathers don’t have to drive them to the bus stop, as I hear in New York is required because they’re afraid they might be attacked on the way to the bus stop,” he said.
The student responded, noting that he “grew up in the projects to a single mother, and the people who we are afraid of are not necessarily our neighbors but the police.”
“Well, that may be the view in Berkeley,” Sessions shot back, “but it’s not the view in most places in the country.” He added that law enforcement needs to “confront violent crime in America in cities that have abandoned traditional police activity, like Baltimore and Chicago,” asserting that murder rates in those cities “have surged, particularly in poor neighborhoods.”
Another student, a woman attending Washington University School of Law in St. Louis, told the attorney general that “statistically, guns kill more people than marijuana does.” “You support pretty harsh policies for marijuana and pretty lax gun control laws — I’m not even sure where you stand on the assault weapons ban,” she continued. “So I’d like to know, since guns kill more people than marijuana, why lax laws on one and harsh laws on the other?”
Sessions laughed and called her question one of “apples and oranges,” before remarking: “The Second Amendment — you’re aware of that — guarantees the right of the American people to keep arms, and I intend to defend that Second Amendment. It’s as valid as the First Amendment.”
The attorney general knocked the notion that marijuana is “harmless” and “does no damage.” “Marijuana is not a healthy substance, in my opinion,” he said. “American Medical Association is crystal clear on that. Do you believe that?”
The student hesitated. “Uhh, I don’t,” she said nervously.
“OK. Dr. Whatever Your Name Is, you can write the AMA and see why they think otherwise,” Sessions said.

Arizona Republican Rep. Trent Franks is expected to resign from Congress, a source with knowledge told Roll Call.
The 8th District congressman did not confirm or deny any plans to resign. He said he expected to make a statement Thursday.
“We will have a statement a little bit later, but that’s all I can tell you right now,” Franks told Roll Call. “The statement will explain.”
It is unclear exactly why Franks is stepping down, but one Arizona Republican said there had been rumors of inappropriate behavior. The Republican said the congressman had apparently been making plans to run for Senate in 2012, but abruptly canceled those plans.
“There’s been rumors swirling around him for years, at least in 2012,” the Republican said. “And if this turns out to be true, there won’t be that many people who are surprised.”

Emails sent by Rob Goldstone raise new questions about the topics that were discussed at a controversial June meeting in Trump Tower attended by senior Trump officials and a Russian lawyer, CNN reported.
Goldstone, the British publicist who set up the meeting, sent multiple emails in the days that followed to a Russian participant in the meeting and Trump aide Dan Scavino.
In one email Goldstone encouraged Scavino, now the White House's social media director, to get candidate Trump to join the Russian social network.

On eve of Trump visit, Mississippi blacks say he’s brought back troubles of the past
JACKSON, Miss. — The president is coming to America’s poorest, blackest state to open a civil rights museum on Saturday, and people in the neighborhoods surrounding that gleaming tribute to the past would rather have Donald Trump visit their present.
“It’s hostile now, more hostile than in a long, long time,” said Pete McElroy, who employs three men at the auto repair shop that’s been his family’s business for three generations. “People almost boast about it: ‘We got our man in the White House and this is the way the ball’s going to roll now.’ ”
Three miles from the Mississippi Civil Rights Museum, over rutted roads, past littered lots, abandoned houses and shuttered plants and warehouses, McElroy, 69, and other black residents of this struggling capital city say that after nearly a year of the Trump presidency, they have a definitive answer to the question candidate Trump posed when he spoke at a rally in Jackson in August of last year.
“What do you have to lose?” Trump asked, making a quixotic and ultimately failed bid for black votes to a nearly all-white crowd.
“We’re losing a lot,” McElroy said here this week. “Losing Obamacare. Where are people going to go? Losing money. He’s making the rich richer and the poor poorer. Mostly, we’re losing respect. No way you can evade that. The way he speaks, the racists feel like they can say anything they want to us.”
Mississippi Gov. Phil Bryant (R) — an early and avid supporter of Trump’s — had invited the president to attend the opening months ago, but few here thought he would actually come. Except for crises such as hurricanes and oil spills, no president had set foot in small, poor, reliably Republican Mississippi for decades.

In the last 15 years, one in three Detroit properties have been foreclosed on. When most people think of foreclosure, they think of people who can’t afford to pay off their mortgages.
But in Detroit, it’s often the result of people struggling to pay their property taxes. One big reason is that, in the years after the Great Recession, the city went bankrupt and failed to lower property assessments far enough to account for the impact of the housing crisis. While the value of residents’ homes fell, their taxes remained inordinately high, and tens of thousands of people fell so far behind on their inflated tax bills that the county seized their homes and sold them off at annual auctions.
In recent years, the city and county have lowered assessments and offered reduced interest rates to some homeowners. But they have no plans to stop punishing those who were overcharged in the past.
VICE News followed this year’s tax foreclosure auction and investigated how the county financially benefits from the process. As Detroit touts its comeback and celebrates its success in climbing out of the largest municipal bankruptcy in American history, many of the city’s residents remain on the brink of displacement.

Republicans in Congress are on the verge of fulfilling their long-time dream of eliminating the federal estate tax, and they could do it in a way that is even more generous to heirs than previous repeal efforts.
Bills passed by the Senate and the House recently would reduce or scrap the taxes heirs now pay on estates larger than $5.5 million. And the bills would do so without repealing the so-called "stepped-up basis" provision.
Ordinarily, people have to pay taxes when they sell off assets that have appreciated in value, like shares of stock or real estate. But heirs are exempted from that tax. That's because they already pay the estate tax.
The bills approved by Congress recently would eliminate or reduce the estate tax, while leaving the exemption in place.
To put it another way: Someone could inherit her grandfather's large beachfront mansion without paying estate tax, and sell it off right away without paying any capital gains tax.
It's a much more generous policy than previous tax overhauls, says Lily Batchelder, a professor of law and public policy at New York University Law School.
"We've never seen a proposal like this," she says. "I don't recall ever seeing a proposal that would both fully repeal the estate tax and fully exempt from tax all the accrued gains on these giant estates."
The bill passed by the Senate early Saturday would double the exemption on large estates, allowing people to pass on estates worth $11 million to their heirs tax-free.
The exemption for married couples would be $22 million. The House bill would gradually reduce the estate tax and then scrap it altogether in 2023.

PORTLAND, Ore. ? It was late morning in an artsy cafe, the smell of coffee and baked goods sweetening the air, and Ashley Bishop sat at a table, recalling a time when she was taught that most of secular American society was worthy of contempt.
Growing up in private evangelical Christian schools, Bishop saw the world in extremes, good and evil, heaven and hell. She was taught that to dance was to sin, that gay people were child molesters and that mental illness was a function of satanic influence. Teachers at her schools talked about slavery as black immigration, and instructors called environmentalists “hippie witches.”
Bishop’s family moved around a lot when she was a child, but her family always enrolled her in evangelical schools.
So when Bishop left school in 2003 and entered the real world at 17, she felt like she was an alien landing on Planet Earth for the first time. Having been cut off from mainstream society, she felt unequipped to handle the job market and develop secular friendships. Lacking shared cultural and historical references, she spent most of her 20s holed up in her bedroom, suffering from crippling social anxiety.
Now, at 31, she has become everything that she was once taught to hate. She shares an apartment with her girlfriend of two years. She sees a therapist and takes medication for depression, a condition born, in part, of her stifling education.
Years later, some of the schools Bishop attended are largely the same, but some have changed in a significant way: Unlike when Bishop was a student, parents are not the only ones paying tuition for these fundamentalist religious schools – so are taxpayers.

One little-known fact about mass shootings is that they have been very good for the gun business. Americans’ anxieties are stoked both by the random violence itself and the ensuing debates over gun control. Customers, including some who’ve never owned a gun, race to buy weapons they fear may be denied them down the road. And gun sales soar.
But the aftermath of a mass shooting does not appear to be very good for Americans’ safety. New research suggests that the increased availability of firearms after a mass shooting exacts a deadly toll of its own.
That toll falls heavily on children, according to the study, which links the spike in gun sales following a mass shooting with an increase in fatal accidents involving firearms.
To reach that conclusion, researchers zeroed in on the five-month period following the Dec. 14, 2012, shootings in Newtown, Conn., that claimed the lives of 20 schoolchildren and six adult staff members at Sandy Hook Elementary School.
In addition to the expected number of guns sold in a typical five-month period, the study’s authors found that about 3 million additional guns were sold following the Sandy Hook shootings. And beyond the expected number of accidental gun deaths in the United States, they estimated that at least an additional 57 fatal gun accidents — and as many as 66 — occurred. Somewhere between 17 and 22 of those accidental deaths took the life of a child.
The analysis, published Thursday in the journal Science, is the latest in a crop of studies that look at the public health impact of firearms.
“This is part of this blossoming in gun research,” said Duke University emeritus professor Philip J. Cook, a pioneer in the field of firearms injury research who wasn’t involved in the new study.

Sessions derides intern in newly released DOJ video
Attorney General Jeff Sessions dismissed a claim that there’s widespread fear of police among poor minority communities and taunted a woman who said guns were more fatal than marijuana, calling her “Dr. Whatever Your Name Is.”
The attorney general’s comments came in a 25-minute session with Justice Department interns on June 22, according to ABC News, which first reported Sessions’ remarks and obtained internal DOJ video of the event through a Freedom of Information Act request.
In the video, a student from the University of California, Berkeley, School of Law began his question by invoking Philando Castile and Michael Brown, two African-Americans who were killed by police officers in separate incidents that drew national attention, and others who have “fallen victim to excessive force.”
Sessions said DOJ cares about “all communities” and “public safety.” “We care about having neighborhoods — every neighborhood — where children can walk safely in their communities and feel that they can play outside, that their mothers and fathers don’t have to drive them to the bus stop, as I hear in New York is required because they’re afraid they might be attacked on the way to the bus stop,” he said.
The student responded, noting that he “grew up in the projects to a single mother, and the people who we are afraid of are not necessarily our neighbors but the police.”
“Well, that may be the view in Berkeley,” Sessions shot back, “but it’s not the view in most places in the country.” He added that law enforcement needs to “confront violent crime in America in cities that have abandoned traditional police activity, like Baltimore and Chicago,” asserting that murder rates in those cities “have surged, particularly in poor neighborhoods.”
Another student, a woman attending Washington University School of Law in St. Louis, told the attorney general that “statistically, guns kill more people than marijuana does.” “You support pretty harsh policies for marijuana and pretty lax gun control laws — I’m not even sure where you stand on the assault weapons ban,” she continued. “So I’d like to know, since guns kill more people than marijuana, why lax laws on one and harsh laws on the other?”
Sessions laughed and called her question one of “apples and oranges,” before remarking: “The Second Amendment — you’re aware of that — guarantees the right of the American people to keep arms, and I intend to defend that Second Amendment. It’s as valid as the First Amendment.”
The attorney general knocked the notion that marijuana is “harmless” and “does no damage.” “Marijuana is not a healthy substance, in my opinion,” he said. “American Medical Association is crystal clear on that. Do you believe that?”
The student hesitated. “Uhh, I don’t,” she said nervously.
“OK. Dr. Whatever Your Name Is, you can write the AMA and see why they think otherwise,” Sessions said.

Arizona Republican Rep. Trent Franks is expected to resign from Congress, a source with knowledge told Roll Call.
The 8th District congressman did not confirm or deny any plans to resign. He said he expected to make a statement Thursday.
“We will have a statement a little bit later, but that’s all I can tell you right now,” Franks told Roll Call. “The statement will explain.”
It is unclear exactly why Franks is stepping down, but one Arizona Republican said there had been rumors of inappropriate behavior. The Republican said the congressman had apparently been making plans to run for Senate in 2012, but abruptly canceled those plans.
“There’s been rumors swirling around him for years, at least in 2012,” the Republican said. “And if this turns out to be true, there won’t be that many people who are surprised.”

Emails sent by Rob Goldstone raise new questions about the topics that were discussed at a controversial June meeting in Trump Tower attended by senior Trump officials and a Russian lawyer, CNN reported.
Goldstone, the British publicist who set up the meeting, sent multiple emails in the days that followed to a Russian participant in the meeting and Trump aide Dan Scavino.
In one email Goldstone encouraged Scavino, now the White House's social media director, to get candidate Trump to join the Russian social network.

On eve of Trump visit, Mississippi blacks say he’s brought back troubles of the past
JACKSON, Miss. — The president is coming to America’s poorest, blackest state to open a civil rights museum on Saturday, and people in the neighborhoods surrounding that gleaming tribute to the past would rather have Donald Trump visit their present.
“It’s hostile now, more hostile than in a long, long time,” said Pete McElroy, who employs three men at the auto repair shop that’s been his family’s business for three generations. “People almost boast about it: ‘We got our man in the White House and this is the way the ball’s going to roll now.’ ”
Three miles from the Mississippi Civil Rights Museum, over rutted roads, past littered lots, abandoned houses and shuttered plants and warehouses, McElroy, 69, and other black residents of this struggling capital city say that after nearly a year of the Trump presidency, they have a definitive answer to the question candidate Trump posed when he spoke at a rally in Jackson in August of last year.
“What do you have to lose?” Trump asked, making a quixotic and ultimately failed bid for black votes to a nearly all-white crowd.
“We’re losing a lot,” McElroy said here this week. “Losing Obamacare. Where are people going to go? Losing money. He’s making the rich richer and the poor poorer. Mostly, we’re losing respect. No way you can evade that. The way he speaks, the racists feel like they can say anything they want to us.”
Mississippi Gov. Phil Bryant (R) — an early and avid supporter of Trump’s — had invited the president to attend the opening months ago, but few here thought he would actually come. Except for crises such as hurricanes and oil spills, no president had set foot in small, poor, reliably Republican Mississippi for decades.
