That--the so-called "Goldwater Rule"--has been under discussion for years. And especially since that article was written in mid-2016.
The Goldwater Rule doesn't make a great deal of sense to me, at least as far as very high profile public figures are concerned. Sure, a shrink couldn't evaluate an ordinary person without getting to know him or her. But Trump? His actions and thoughts have been publicized for decades. Books have been written about him. He's hired ghostwriters to produce various "autobiographies" and self-help manuals. For as along as he's been attracting attention, he's talked about himself nonstop.
We all know him better than psychologists and psychiatrists know most of their real-life patients. I don't think it's hard to figure out what is, and isn't, going on with him.
