If he can not carry out his duties, he should retire.

Probably hanging onto his job gives him something to live for. If he quits, he'll just be sitting around waiting to die. He's had a long and distinguished career; I think we owe it to him to let him end it when he wants.

They apparently don't need his vote for their tax bill, so what's the problem?
