I believe, because the Scandium Market is not as cut and dry as the others, it was deemed necessary by the Ontario Securities Commission to put The +/-30% because the market price is unproven at 10 x or more, the current market.

In Canada we try to protect the investor, and this is an example of that.

I have not read all the changes yet so I stand to be corrected.
