Here’s my thoughts on keeping the PPS low. It forces PLM to issue even more shares
to cover operating expenses thus creating even more Dilution...more Dilution makes PLM less attractive to large MM and investors especially given PLMs financials and having to secure construction financing along with funding EPA irrevocable bonds in excess of $600M between the construction phase and 1st year of operation.

A Glencore Buyout will be fought in court especially if they try to do it before PLM is operational. Why: most MN permits are written as nontransferable.
