It's even pennies at CSE, so have to be at or a little above the even penny mark there and THEN your order will move from OTC to CSE to get done. If your even penny OTC bid doesn't make it up to the next even penny in CA, it will just sit there, like that big one at USD.94 is right now.

.94 = 1.1992 .... a little shy of 1.20 so those only buy 1.19's in CA.

Now, if a MM wants to work fractions across markets they sure can, but otherwise it will probably sit there.
