The environmentalists are in a frenzy right now over PLM. The comment sections of newspapers, especially metro papers, are dominated by them and their tired talking points. There is no reason to believe that they aren't behind the massive naked shorting of PLM right now given that they on the verge of complete and utter defeat.

Bottom line is that the volume is still pathetic and allows for it to happen.

1. Need land swap done.
2. Need draft permit to mine.
