PRs cost money and it's obvious that OTC stocks simply cannot afford to issue a lot of them.

Think about it, they get behind with the filings because they can't afford to keep an accountant on the payroll!

If you aren't making sales you must still file ANNUAL REPORTS.

You have a checkbook so you do have a record of your expenses.

What other reason could there be for being delinquent, than you can't afford to pay an accountant?
