Ofcourse Europe is much bigger than the European Union only. For example, Ukraine and Belarus have 58 Millions inhabitants combined, but they are not EU members. The point is that if the EMA (European Medicine Agency) grants A273 for Parkinson, then this decision is automatically and only valid for the 28 member states. Now in some other European countries (Switzerland and Norway for example) will the decision by the EMA, in most cases, be accepted as well..
