Fuel Cells are a very expensive way to provide back-up power to a facility, and I seriously question Groton's (US NAVY submarine base) decision-making.

Most of the military installations deemed mission critical are installing natural gas fired back-up generation. These have decades of proven performance, and according to the US-DOE, cost more the 5 times less!

It is telling that NONE of the other submarine bases (SD, Bangor) are using fuel cells.
