But a report by the Wall Street Journal ($) https://www.wsj.com/articles/millions-of-people-post-comments-on-federal-regulations-many-are-fake-1513099188 suggests the problem is far larger, with fake comments from stolen, defunct, or unwittingly volunteered e-mail addresses found in similar dockets at the Consumer Financial Protection Bureau, Federal Energy Regulatory Commission, and Securities and Exchange Commission, too.
