what brought this on? is this SEC wide for every company currently undergoing some sort of SEC type issues?

Yes, it is SEC wide and is the result of a ruling in the 10th Circuit regarding the authority of the SEC's ALJ's. The issue has now been resolved and their authority upheld. But, just to head off any potential appeals of cases in process at the time of the original ruling, the SEC is allowing those parties to provide any NEW evidence in their cases. Which is highly unlikely, so all those cases will be cleared shortly after the first of the year.

TALK will be revoked - it will just take an extra month or so.
