There are two reasons to R/S:

1. To dilute more shares. With such a high A/S, it's hard to sell shares down from .003. R/S the price to .06 or so and you can sell back down to .0001

2. To give the pps a jump start for uplisting to a higher exchange, or attract investors who won't buy under .01.

Who knows, but rarely, if ever have I seen a penny stock R/S turn out well. The only way I think this recovers is if this new CEO actually communicates to shareholders and lays out the "Universal Nation" business plan mentioned in the 8K. Perhaps it's nothing but ideas scribbled down on a napkin. Perhaps he has millions to load in the stock raising the value significantly and wants to take a private business public.

Nothing we can do except cry over paper losses and hope something comes out soon.
