Because that's where the market may take it. An offering at $1.50 sets the new ceiling, basically, saying what the company believes they are worth currently, and, whether or not anyone buys it remains to be seen. Plus, without seeing the full filing I can't say whether or not they were discounted further or if they or the warrants have anti dilution protection. If so, neither good for the PPS IMO.
