From the US Department of Treasury, e.g. the Federal Government whose laws trump all state laws. Consignment is NOT allowed.

Here are three different official state documents I could quickly find that clearly document how alcohol products CANNOT be returned or consigned.
TEXAS prohibits return of alcohol products unless they are in an unsalable condition or not in accordance with the original order details.

FLORIDA prohibits returns and clearly prohibits consignments. See the document with the description "Returns of Undamaged Products"

I think this is adequate verifiable information from government sources to put to rest all of the bogus claims of consignment, returns, etc.
