Small caps and techs generally outperform in Bull markets because they're riskier. That out-performance vanishes in an eyelash during financial upheaval.

To cite just one example, stocks that soared the most in the late 90s were in utter collapse by late 2001. Many dropped 95%. I've seen that pattern repeat often over my very prosperous life.
