Mars does have an atmosphere.

96% CO2, 1.9% Argon, 1.9% nitrogen, traces of CO, H2O and NH3.

The pressure at Mars "sea level" is less than 1% of normal Earth atmospheric pressure (0.6%).

And yes, you can get water from ordinary air, it happens just about every day in a phenomenon called "rain", and another phenomenon called "dew". Look those up.
