What does the proxy statement (sent with the annuaal report) mean on page 31 "Anti Takeover Implications of Reverse Stock Split"?

Lines 5 and 6 say:

the number of blah blah blah available for issuance would increase to 187,242,731

I don't undestand how this and your reply, can be reconciled
