Quick fix to f&f needing another bailout due to tax reform.

Have congress phase in the tax rate reduction for just f&f over a few years. If they just reduced the tax rate by just say 1% per quarter they could cover the loss in value of the DTA's with operating profits.

Congress should not be opposed to charging f&f a higher tax rate for a while.
