"Why do I get the feeling that the present administration is trying to screw us again?"

Because that's exactly what is going on......only using a different tact. The desired end result is to be the same and that is to shift the MBS markets and their profits.
Anyone who knew the history of this scandal could have resolved the entire problem on inauguration day with the stroke of a pen. Yet, here we are almost a year later and absolutely no progress to be mentioned. Based on the Fannie Mae and Freddie Mac saga, there is no justice to be had any longer in this country.....and the little guy is the victim.
