There is a distinction is between "regulating" a potentially harmful product, and directing the operations of a company to promote a competing company's product (or potential product). Example. In Nazi Germany, the government directed the production quantities and which component parts companies they could use. Directing a company to direct capital to promote another company's product...IMHO would tip the scale.
