Before 2008, Clinton, Bush and Barney everybody forced F&F to buy toxic mortgage from the TBTF.

After 2008, Paulson forced into conservatorship so that he can force F&F to buy toxic MBS from the wall street @ $40B per month basis. You can find his statement on youtube.

The purchase of toxic assets by FED was not enough. FED had or has no means how to siphon back these toxic assets to the market. GSE came handy in selling FED's toxic assets to the market with laundering with good assets from GSE.
