Could it be that as long as not all the defendants settle, C&C is acting as a middlemen for jurisdictional reasons? They are an interested party, due to the deal with GERS IMO. But I can not see how that 15% deal would work, if they would settle just for their own part. Also could it be that GERS has given them the right to work out the complete settlement (between certain bounderies) and that GERS doesn’t get to sign, until all is ready?

Maybe your lawyer/judge son can help on these questions?
