It's been diluted so far down, to get anything really worth while, you will have to see hundreds of percent rise on 'great' news. It's achievable, but purely on hype alone. If FLPC write another 'story' and seen to be actually doing something, there'll be money made. Unfortunately, it's not going to happen this year. They need to release POSITIVE Filings first, but with their present levels of debt, plus accountancy costs and no sign of any JV, it probably won't happen.
However, I've seen shares 'magic' JV's out of thin air. They won't tell you who they are because if nothing comes of it, the share will simply drop back.
FLPC is good at writing, they could easily conjure up an 'Interested Party' or two with Fencemaker and play it along for a couple of months! As their Disclaimer says, there's no g'tee that anything will come of it!! It will encourage investment here and at the same time, the SP will rise sufficient to 'Trade the Share' if you have the nerv. Nothing illegal, it's just a question as to how it's worded.
The share I have been in for three years (Oil), did a very similar thing and people bought in and UP went the SP. A few months later, it all fell flat and petered out. Down went my share price to a large loss. never mind, but if FLPC plays the right hand, many could benefit.
