I am quite sure it won't either. It is infinitely easier (and cheaper) for a Company to just maintain their SEC registration and file on time than it is to voluntarily deregister and try to reregister at a later date. Not to mention the SEC takes a very dim view of those companies that were unable to follow the law the first time, as they have proven to be unreliable if not outright fraudsters.

Campo and NEWC definitely fall into that category.

And where would already massively in debt NEWC find the money it would take to reregister? Again, it would have been substantially cheaper and easier to just file the delinquent filings with the SEC prior to revocation, if that is what they really wanted to do.

NEWC was an insider enrichment scheme, at best. That should be blindingly obvious to just about everyone at this point.
