There was a big fight in Pueblo over water when they legalized hemp and pot farms, iirc the person that owns the water rights for Notis’ farm also owned the rights to Two Rivers, and several others. Before pot and hemp there wasn’t a huge amount of farming in Pueblo, the water rights were more profitable to sell than farm.
