You have a much higher opinion of human nature than I. In my opinion, greed, scurrilous, unethical, and disingenuous are adjectives that come to mind for me. Translation -- when we are "close" to a finalized agreement for settlement the PPS will start to move continuously north BEFORE it is announced. I have said this before many times, but what I have observed over time in these situations is just that. In GERS' case this will be particularly important if you want to cash in on the hysteria associated with the big number that is likely to be announced BEFORE reality sets in. Note both premises depend on BEFORE. How this impacts BTZO, I have no idea, but I suspect in an even more convoluted, distorted way.
