Look at the sentence carefully and see the semi colon which divides it.

0 and 36,825,953 Shares Issued and Outstanding as of September 30, 2017 and December 31, 2016, respectively.


Now read this paragraph about the R/S:

"Because the number of shares of our authorized Common Stock will not be affected, any proposed reverse stock split will result in an increase in the authorized, but unissued, shares of our Common Stock of 990 million shares.
No reverse stock split will affect the par value of our Common Stock, which shall remain at $0.001 per share, or the number of authorized shares of Preferred Stock, which we may issue that shall remain at 50 million shares"
