You are correct Raf. The Fed BCBS plan I am on (my wife is a retired fed employee) has V on Tier 3 (for 2017, no idea yet what happens in 2018) and that would be the same for everyone on this specific plan regardless of where they live.

BC is correct that the regular (not sure what to call them) BCBS plans are state specific and can be different from state to state.
