A good start for welfare reform is to eliminate fraud. I would start by requireing the EBT cards include the picture of the person who qualified and all merchants would be required to verify the card holder's identity.

This would eliminate EBT reciptients from selling their cards on Cragslist, Facebook, Twitter, etc.
