I think CoolTech's customer is exactly what it said it is a union of Jatropha farmers. I suspect this union gets most of its money, not from the farmers directly like unions in the U.S, but mostly from large industrial and/or government supporters supporting/incentivizing biofuel use. That is just a guess. But if so there wouldn't be any reason for them to maintain a public website. They probably have an internal website with resources for their members, but they would have no motivation to waste time telling the world about themselves.

I couldn't find a website that represents the new customer, but I did a bit of reading up on Jatropha production for use to make biofuel. Its being encouraged/financially supported by several large organizations and countries around the world. Its hey day was prior to the financial collapse in 2008 and it didn't prove to be the miracle plant it was originally touted as, but since then there have been some success. It appears many small farmers are in it for the incentive money at this point but it seems Mexico and Mexican companies are still making investments in getting small farmers to participate in growing the crop. Here is an overview of some of the biofuel activity in Mexico (https://www.intechopen.com/books/biofuels-status-and-perspective/an-overview-of-biodiesel-production-in-mexico). As recently as 2016 Mexican companies were making large investments even for industrial scale farms. http://biomassmagazine.com/articles/13818/monarca-to-produce-jatropha-oil-for-biojet-production-in-mexico

I saw some other articles on why small farmers stop growing the plant and one of the reasons was profit. So if Jatropha farmers can lower costs through use of MG to more effectively and efficiently support their farming activities then it is a good purchase. Especially considering they could be making diesel out of the plant oil. If they are located near the refinery I bet the cost and availability of the fuel to keep the MG trucks humming is low.

As for other contracts I am sure they want other contracts and are actively working on getting them. With a backlog of orders they can feel good about expanding production capability. I think Tim will announce any new deals because he can finally use the BellRidge deal and the higher the stock price the less dilution for him and us. Although if he is making use of BellRidge every 10 business days as the contract limits he may time news with the request to BellRidge to sell stock to raise funds. With the upcoming holidays that would be the last week in Nov.
