FINRA had to approve the docs. I was told it was eminent in April 2008 (just like lifting the CTO). When by August it wasn't done, I asked for my money which Adessky had in trust to be returned and BINGO - IT WAS GONE!!
But it was FINRA who kept rejecting the documentation and asking for changes.
It may very well have been that GCEI was being sponsored by a broker and it was the 'broker' submitting the documents and maybe that's why FINRA was involved.
