Here is another explanation of why Israel, as strange as it is, became the epicenter of research into Cannabis:

I SUSPECT, it's because started by Dr. Raphael Mechoulam. In case you don't know who he was (and I didn't know until watching a show on PBS, back when I lived on Long Island NY in 2012), he was THAT scientist who first discovered key chemicals which make you feel the way that Marijuana does, even Wikipedia has it now:
P.S. There's some weird affinity between Jamaican & in general rastafarian reggae artists and this. It always amused me how 2 totally disparate groups could converge on one topic of Cannabis.
