That’s all well and good. But where we could be tomorrow could very easily be affected by how Imeson behaved yesterday. Or not.

Regardless, it is not at all unreasonable for someone entrusted with good stewardship of public funds to perform extraordinary due diligence when a character like Imeson is involved.
