What you fail to think about is: Kong is on pink sheets now. If he max dilutes and has no huge contracts in the works...he can reverse split and pray to God people still buy his stock ( he has screwed a large part of the investing community) or he can look for a buyer to make sure most people are paid at least something. If he max dilutes, has no contracts, and then reverse splits....I guarantee that not enough people will support by buying stock. Kong is at the last half mile of the road...believe it.
