Senator Ron Johnson of Wisconsin became the first Republican to oppose both the House and Senate tax plans, posing a new obstacle to party leaders eager to overhaul the tax code.
Susan Collins of Maine, Bob Corker of Tennessee and John McCain of Arizona also voiced concerns, but refused to say whether they would ultimately vote for the bill.
