That’s a good point, no doubt traders outside the U.S. might feel impervious to U.S. Rules and regulations if they think they can get away with the manipulative practices like frontloading, painting, marking the close, manipulating the pps, etc. - like a game of Russian roulette.

All of those practices are still illegal.

I figured as much but who would knowingly break US laws other than someone that lives outside of the US?
