The letter is dated September 19, 2017, and the Notice of Effectiveness of the new S-3 is dated September 28, 2017. What that letter is saying is that they won't review the statement because there is no need to review it... so it's a positive not a negative.
And that is why the new S-3 went effective 10 days later.
