By rhetorical convention, if information is has not been provided to the individual then they are uninformed. Ignorance is generally defined as a lack of knowledge, education, or awareness. Both are unfortunate situations to be caught up in but, barring an inability to reason, ignorance is more often forced upon the individual through societal construct or religious dogma, or it is a conscious choice. Semantics I suppose but I still consider one state to be voluntary.
