It could be a dishonest effort and then something comes up that breaks the deal amicably. The PR can legally be released with a hope it props up share price. They had a deal with Grupo Richard that they valuated in the billion s laughably and then it fell through and shareholders didn't know for a few months and the reasons were far from acceptable.
