Float so thin that anyone wanting shares has to start placing orders up near or at the offer.
Even then there so few sahers that if you want your bid to show on level 2 you will have to remove "all or none" on order to force market maker to represent the order publicly.
If not willing to do that, and want to buy a position of size, then may have to set all or none orders at "limit" ABOVE the ask in hopes of getting filled.
We need more news here, and im sure it's coming with this new CEO on board so only matter of time to grab what you can under $1.00 here
