It means you can stop blaming windows and blame 3rd party api's like google.
Windows OS tinkering should be the last ditch option in troubleshooting when things in browsers don't work.

Only thing restoring to an earlier date did was erase the 3rd party crap that was running in the background.

For browser related issues, instead of borking your windows OS, uninstall chrome completely. Then go to the registry and search for all things chrome and delete them. Save your favorites to the desktop. Do the same for all browser except IE, which microsoft miserably entwined with win OS, even though they say they didn't.

Then uninstall all versions of JAva, flash and adobe player.
Use a newer reputable file and program cleaner if you have one to help delete all files of those programs. DO NOT USE ANY 3RD PARTY REGISTRY CLEANER EVER!! Read that twice if need be. Only use something if directly from the Microsoft website, but I don't think even Microsoft has a registry cleaner because they just don't want people playing with the registry. You can if you're careful.

Use searches in REGedit for programs. If you used microsoft program helper and remover, then anything you find after that can be deleted.

After all that, start with fresh installs of the most up to date version of everything you deleted. Then install all browser extras you were running one at a time and test them in known websites.

Might try running ublock or adblock with all your browsers as well.
Turn off 3rd party cookies fully as well. If something wants to add a 34rd party cookie, it should be set to ask you to do so.

And if your browser looks like a Paulie Cashews Ihub page, you've got too many browser helpers loaded.
