Propping means releasing false or misleading statements to keep the share price up.

Dilution means the increase in outstanding shares, which have gone up from from 81 million shares in 2010 to over 207 million shares now. Yes, they have cash but that is not even sufficient to stay in business for one quarter without raising new capital. That is why propping up the share price remains important, because it minimizes the dilution effect and makes investors more giddy than an extremely low price.
