Again, they can not pull 500 registered voter signatures from all of San Bernardino County. The 500 registered voters must reside in the affected territory area proposed for incorporation. All of San Bernardino County is not within the territory of Nipton.

56043. "Incorporation" means the creation or establishment of a
city. Any area proposed for incorporation as a city shall have at
least 500 registered voters residing within the affected territory at
the time the proposal is initiated.

56015. "Affected territory" means any territory for which a
change of organization or reorganization, or sphere of influence
change is proposed or ordered.

THIS IS NOT AFFECTED COUNTY.

56012. "Affected county" means any county that contains, or
would contain, any territory for which a change of organization is
proposed or ordered either singularly or as part of a
reorganization or that contains all or any part of a district for
which a change of organization or reorganization is proposed with
respect to territory outside that county.

THE TERRITORY IS WITHIN THE COUNTY.

Incorporation requires 500 registered voters in the affected territory, not the affected county. It states it clear as day.
