By saying the entire county of San Bernardino would be "affected" you are implying it is part of the affected area which the 500 registered voters reside in.

Hence why you earlier said "500 signatures out of 2+mill in SB County shouldn't be difficult."

So yes, you did assume all of San Bernardino County registered voters apply to the required voter count for Nipton, CA to become incorporated, which it does not.

Probably why Kathleen Rollings-McDonalds, spokeswoman for the Local Agency Formation Commission in San Bernardino County, said "“State law requires a minimum of 500 registered voters and a minimum population of 10,000 residents in order to have a tax base to offset the costs of basic municipal needs such as law enforcement,” she said. “So due diligence appears to be a little short in this case.”
