By that logic, where do the "adjoining communities" end? I would assume within Nipton city limits, and last I checked there are no adjoining communities surrounding Nipton. It's a ghost town in the middle of the desert.

It doesn't include the entirety of San Bernardino County like you assume, that's for sure.
