The TCEQ permit is next to worthless - it allows for the possibility of a small crude topping unit. It cost MMEX $100, plus whatever they spent on consulting fees to prepare the application - trivial, and other people's money.

The TCEQ permit is what is known as a Permit By Rule (PBR). It is a "must issue" document if the application is complete and correctly filled out - no special expertise is required to handle that task - it amounts to transferring numbers from one table to another, and addressing boilerplate requirements. It is analyzed by clerical staff at TCEQ, and requires no specialized expertise to validate.

It is virtually worthless, and any savvy person in the industry understands that.
