The Cortese-Knox-Hertzberg Act requires that areas proposed for incorporation include at least 500 registered voters.

Are the surrounding areas around Nipton proposed for incorporation? No! Is all of San Bernardino County proposed for incorporation? No! This has nothing to do with the incorporation process! The affected area proposed for incorporation is the 80 acres that American Green owns that is Nipton, CA.
