A few things i noticed right off the bat, like a different turbine system, and a much much smaller scale (which i believe accounts for a the lack of water production).
As far as taking water from dry air, RAKR never proposed to do so. They've stated many times that it wouldn't work (and isn't available) in dry areas, it just wouldn't make sense.
The average humidity in Sri Lanka for the next install is more than adequate to produce higher end levels of water.
